ROGRESS IS NOT INEVITABLE, as Michael Bloomberg once observed. If we’ve learned nothing else recently, it might be that. Meaningful large-scale change doesn’t happen overnight; instead, it’s more of a dance, with a small step in one direction, then another step back. Even when we think we’re making strides, the next day can bring new developments. That was certainly the case as we put together this issue.
