HONDA CB400N SUPERDREAM

I am assembling a set of Honda CB400N Superdream forks from loose bits. I have a couple of questions regarding this and wondered if you could help me? The fork springs have a compact end and an open end: which end goes to the bottom? Also, at the bottom of the fork is a bolt that holds the damper rod and (in turn) holds on to the fork stanchion. I was wondering what torque setting applies to the bolt? I really enjoy
