1 cup sour cream
2 tablespoons mayonnaise
⅛ teaspoon garlic powder
⅛ teaspoon onion powder
½ to ¾ cup plus 1 tablespoon vegetable oil, divided
1 cup diced assorted bell pepper
¼ cup diced seeded jalapeño
1 cup all-purpose flour
1 cup plain yellow cornmeal
1 tablespoon sugar
2 teaspoons baking powder
1½ teaspoons kosher salt
¼ teaspoon ground black pepper
