Expropriation ‘in word but not deed’

LAND reform remains a hot potato, especially the aspect that deals with expropriation without compensation.

The return of the land to the rightful owners, whoever they may be, is unlikely to happen in the lifetime of those agitating for a speedy land reform.

The legislators are adding to the obfuscation because, instead of drafting laws that put the matter to rest, they are busy with semantics.
