PBO expert Keith Colwell’s view: As far as I know, the only UK-flagged leisure vessels required to carry life saving equipment are those over 13.7m voyaging more than 3 miles from the coast (due to MCA Class XII regulations). For those of us who own leisure vessels under 13.7m, the choice is ours.
Class XII requires a liferaft to ISO 9650 standard rather than a lifeboat such as a Portland Pudgy (which I don’t believe has been tested
