Whose point of view?

Q For my historical novel, I use a thirdperson narrative with multiple POVs. I am trying to avoid head-hopping, but in some scenes more than one perspective would be beneficial. Is this okay? I would also occasionally like to step back from the close-up provided by the POV character and take a wide-angle lens, as it were, to show the setting/situation. This means crossing over into third-person omniscient, though with limited authorial voice. Is it permissible to mix POVs in this way?
I notice some writers do head-hop and). Is it only because she’s a great writer that she can get away with it? Or am I misunderstanding these different techniques?
