A favorable tax regime? Check. White boats jostling for space in marinas? Check. Millionaires snapping up real estate like it’s going out of fashion? Check. It’s easy to see why Montenegro was expected to become “the new Monaco” as luxury development began transforming the nation in earnest a few years ago. BOAT International first drew the comparison back in 2015 and many other publications jumped on the bandwagon. However, with billions of euros’ worth of investment bearing fruit – including Portonovi village and marina, which this October will see the opening of Europe’s first One&Only resort, and parts of the €1.1 billion ($1.22bn) Luštica Bay marina development now open – Montenegro is not what you might expect.
