¼ cup chopped dried black Mission figs
3 tablespoons rum
3 cups all-purpose flour
¼ cup granulated sugar
4 teaspoons baking powder
¾ teaspoon ground mace
½ teaspoon salt
½ teaspoon ground nutmeg
½ teaspoon ground cardamom
½ cup cold unsalted butter, cubed
1 cup plus 3 tablespoons cold heavy whipping cream, divided
½ teaspoon pure vanilla extract
2 tablespoons sanding sugar
