Can I relocate my tulips now?

Q I have some tulips that I need to move in order to sow something else. Can I move them now, or should I wait till the foliage has died down? Could I heel them in somewhere until I can place them? Also, can I cut off the foliage of aconites if they have died?

A Ideally, it is best to leave bulbs to finish the growing season in situ, but they do take up a lot of space for a long time and this can delay all the summer planting.
