Black and silver number plates

couple of weeks back I caught up with a fellow classic car enthusiast who had recently completed a lengthy restoration project on his Mini ute. He had purchased it at a clearance sale in 1998. Back then, the authority (LTSA, NZTA, LTNZ, whatever — I reckon it kept changing its name to confuse the witnesses) would not allow you to reuse the vehicle’s original black and silver registration plate, even though you may have had the original ownership papers!
