Starter motor problem

Q I have a Moody 27 with a Volvo Penta MD2 engine. When I turn the ignition key to start the engine all I get is a ‘whirring’ noise. Both batteries are fully charged. I am guessing the problem is either the starter itself or the starter solenoid. Access is very difficult.
